Here is the story:

 Back in February, Morrissey announced that he would be reissuing his 1989 single, “The Last of the Famous International Playboys” with cover art set to feature a previously unreleased picture of Morrissey and Bowie from NYC in 1992. Bowie shut down that idea pretty quickly, releasing a statement refusing permission to use the picture, via EMI UK, the current owner of Bowie’s library.

So on Wednesday Morrissey came back with the new single artwork that now features himself with Ricky Astley (you know the “Never Gonna Give You Up” singer).
